At the end of the day, subdivision of states doesn't solve problems of electricity, water, overpopulation and corruption. It only adds to middle school geography syllabus.

Same thing is going on in WB. The hills hardly have any industry, don't have any scope for higher education (colleges and universities) and limited medical infrastructure. How would it sustain as an independent state? Their only source of income is tourism and booze.

Booze can be a surprisingly good source of income. Just ask Mr. Mallya.
On a serious note though, you are absolutely right. Efficient administration does not require sub division of states.
